Some three-hundred thirty villages in Pampanga remain flooded. Senator Lito Lapid waded through the flooded areas to deliver assistance to affected families. Lapid is a former governor of the province. According to the Office of Civil Defense, Pampanga is the hardest-hit area from the combined effects of the tropical cyclones and the enhanced southwest monsoon.
