This video shows some of the easier ways to cut a glass bottle. The equipment necessary is not as far out of reach as you might think- and in fact, with a little ingenuity, you can do it with just a simple Dremel. For reaching farther down the bottle and still maintaining a perpendicular cut, consider using an extension to avoid having to make two cuts.

About the rotary tool jig:
