Here is a Vintage Stove Repair (VSR) video on how and why to shim a misfitting burner bell on a Primus 96 or similar stove.
You can get shim stock from a variety of online vendors with a Google search. Use 0.005" thick stock in brass, bronze or steel. Avoid stainless steel as it is not a good heat conductor.
