BCSC-Nairobi took place on 6 July and established a space for the African climate security community to convene, share and learn from existing tools, research and experiences in order to promote more and better context relevant, climate-security risk informed action in Africa. BCSC-Nairobi was intended to inform the climate security outlook for the Africa Climate Summit and Africa Climate Week (AWC 2023), which in turn informs the African regional position on climate ahead of COP28.

Towards a common position on climate security for Africa: Principles and priorities for the African Climate Summit and COP28
Ahead of the first Relief, Recovery and Peace Day at COP28, this panel discussion identified African principles and priorities to contribute to a unified position on climate, peace and security. The outcomes of this session build upon the AU Peace and Security Council’s Resolution on Common Position on Climate Change, Peace and Security and feed into the African Climate Action Summit and Africa Climate Week (ACW 2023).
Panellists explored how to build off the successes of COP27, such as the Climate Responses for Sustaining Peace initiative (CRSP) and the establishment of the Loss and Damage Fund. The discussion outlined a clear and strong climate security narrative for COP28 from an African perspective in order to support the needs of those in Africa’s fragile and conflict affected contexts. Panellists approached the topic on the (1) local, (2) regional, (3) AU and (4) multilateral levels to ensure climate, peace and security risks to Africa are a top priority on international agendas and the discussions at COP.

Speakers:
• Dr. Elizabeth Carabine, Climate Security Advisor, Office of the Special Envoy of the Secretary General to the Horn of Africa, UNEP
• Dr. Linda Ogallo, Climate Change and Adaptation Expert, IGAD
• Dr. Prosper Nii Nortey Addo, Senior Political Officer, AU Mission in South Sudan
