The Battle of Toba Fushimi on January 27th 1868 was the official start of the Boshin War. While the former Shogun, Tokugawa Yoshinobu, had lost his title he still had almost the same amount of power. Something that Imperial Reformist Saigo Takamori and his Satcho Alliance (Satsuma and Choshu) wouldn't tolerate. He would hire thugs and ronin to cause unrest. Which prompted the former Shogun and his allies to head towards Kyoto. It was at this time that the Battle of Toba Fushimi and the Battle of Awa took place.
