Let's take a look through DC Comics' Elseworlds imprints, and see where and when the imprint has decided to place these legendary heroes! And if they work in their new environments.

Transcript:
The Tyrant. In this universe, Batman controls Gotham with an iron fist, as shown when he pursues Catwoman, who's stolen important documents from city hall. She loses the case, which is grabbed by the villain Anarky, and Catwoman is finally subdued, revealed to actually be Vicki Vale, who Batman orders taken to Arkham Asylum. Along with her accomplice Lieutenant Gordon. Batman announces to the city his victories and the tally of everyone he's put away, warning the city to be on the lookout for Anarky, before switching to Bruce Wayne to rule the city in the day. Anarky returns home, revealing he's a teenager named Lonnie, as he skips school to go over the files he stole. Bruce confides in Alfred his concerns about how people so law-abiding like Vicki and Gordon can turn out the villain, as well as the stolen files being made public. Alfred responds Bruce has everything under control, as Bruce took over the city after he was unmasked, assuming direct control over everything the citizens are allowed to see or do. Vicki is tortured by Doctor Crane into revealing who hired her, before being placed with others into a tank that Crane's gas is fed into, rendering them unable to think or act coherently. And meanwhile, Lonnie runs the files through a decryption program and is horrifed what they reveal. Later, Batman tortures Gordon in the Batcave into revealing he's been attending a subversives meeting, where he met Anarky, who promised to free Gotham from fascists like Batman. Batman is stunned to hear himself called that, while Crane insists they turn his new gas on the city, which allegedly will incapacitate anyone with a remote thought of crime. Batman has to think about it, retreating into a shrine of newspaper clippings and asking the memory of his parents if he should resort to that. Later Anarky holds another subversives meeting, inviting Batman's non-incarcerated rogues gallery for the first time to show how serious this one is. He reveals that Wayne Enterprises has been dumping tranquilizers into the water supply to curb violent behavior, which has also dulled thought and emotion, before revealing they will finally attack Wayne's hold on the city during Parents Day, which is also when Bruce decides to release the gas. The day of the holiday, Lonnie brings his parents breakfast, before telling them he's going to the parade, showing that Parents Day is of course a remembrance of Bruce's deceased parents. As Bruce watches the parade, he reflects on how Crane was appointed the young Bruce's guardian, tutoring him all throughout his life and even being responsible for his decision to become Batman. Who was unmasked during his first fight against the Joker, but both Batman and Bruce became a symbol for the city and he was elected as its leader for life, which he's held for the last 15 years. The resistance begins their strike, one group traveling through the sewers to the pumping station, while another holds Wayne Media hostage. However, the plan to capture Bruce goes awry, as Alfred is instead chosen to give the Parents Day speech, and, as that group is taken down, they throw a bomb at Alfred in desperation, killing him. A despondent Bruce meets Crane at the pumping station, ready to dump the gas into the water supply, when they're stopped by Anarky's group. The two are quickly taken down, but not before Crane unleashes the gas, disabling all the villains except for Anarky, who Crane reveals to be the teenage Lonnie. Lonnie expounds on the teachings of Plato who said that humanity was worthless and must be controlled by a higher power, while he believes in Socrates view that humans are good and just need guidance. Which Crane won't hear, ordering Batman to kill Lonnie, revealing Crane's been controlling Bruce through a hypnotic drug all this time. However, Lonnie reveals their holo-belt is wired with an explosive, killing Crane. Batman goes on TV and confesses his wrongdoing, admitting guilt for everything and asking the city to judge him accordingly. Which they do as an angry mob smashes into Wayne Manor and sets it ablaze, Batman not bothering to escape. This was good! It's a route I could absolutely see Batman taking, especially with his already established power and influence. And I like he's not evil, he's just confused and manipulated, going to extremes to do what he thinks is right. I'm less familiar with the character of Anarky, who I understand is usually more of a villain, but their arc is also interesting, realizing they need extreme measures to fight extreme measures.
