Bosnia and Herzegovina has lived under international supervision since the 1995 Dayton Peace Agreement. For three decades, the Office of the High Representative has possessed extraordinary powers to impose laws, remove elected politicians, and oversee the implementation of peace. But following the resignation of Christian Schmidt and growing disagreement over his successor, many are asking whether the time has finally come to abolish the High Representative altogether.
In this video, I examine the history of the Office of the High Representative, the origins of the Bonn Powers, and why the institution remains one of the most controversial features of Bosnia's post-war political system. I also explore the current dispute over appointing a new High Representative, the role of the Peace Implementation Council, the positions of the United States, Britain, France, Russia and China, and the wider implications for Bosnia's sovereignty, European Union accession, Republika Srpska, Milorad Dodik, and long-term stability in the Balkans. Is international supervision still essential to preserving peace, or has the High Representative become part of Bosnia's political problem?
