The Assmann 2000 dictation machine (also known as the Tourette 2000) was made in West Germany in the late 1960s or early 1970s. Rather than using magnetic tape, this machine uses a re-recordable magnetic record (or disc), with the grooves only there to guide the recording/playback head. There was a similar system used by Telefunken / Olympia, although those records (or discs) are single sided and have a larger hole in the middle. One advantage these magnetic records had over magnetic tape is the ability to instantly access parts of the recording without having to rewind the tape.
