For the first time in the series, we have an open world and can take the gyms at any pace we want. However, it's worth noting that the leaders themselves are not scaled, so if you want to face them willy nilly, you may be in for a thrashing.
Every badge will give you plus five levels to the obedience breakpoint, starting at 25, going up to 55 with seven badges, and finally 100 with eight badges. You also get a increase in the chance to capture stuff at or below that level, but unlike Sword and Shield, it's still possible without.
I went through quite a bit to get a full team around level fifty before even starting any of the quests, turning the gym leader gauntlet into something else entirely-- a glorified obedience slog. Tulip was legitimately tough in that she has the manpower to bring me down due to level similarity so I was sweating bullets facing her.
