Anyway here are a few relevant tips for digipainting stuff like this:

-Fill your background with a gradient color before laying down the colors. This sets a default tint that would blend your whole painting.

-Don't be afraid to use separate layers especially for destructive effects such as lighting spills, lens flares, snow, rain, dust, debris, etc.

-Perspective doesn't have to be exactly correct for cartoony illustrations. You could distort elements more to imply more depth.
