The assumption was reasonable: if AI lets a designer go into the real front-end repo and fix the padding, why not design whole features in there? It used an insane amount of tokens and a lot more time. So they backed off to HTML prototypes that deliberately don't look like the product - an approximation of Tanzu Hub, cheap enough to throw five different directions at a problem and then pick one.
The part they didn't expect is that the cruder artifact made the better handoff. Instead of a Figma spec with the exact components and spacing, engineering now gets an HTML file that has the stuff in the right place, and that turns out to be what the dev agents can actually use.
