For this dataset, I did a cut/paste from the NYT 's counties page for the state of California:

The Excel version of the file I created shows the different steps (workbooks) I had to make to combine the deaths and the cases into one file. I chose "cases" first and copy/pasted that data; then I repeated this for deaths. The main trick was to align the states exactly when doing the combining into the same workbook. I made the county lines white and a few other edits. I did more editing in Illustrator, especially creating a clipping mask for the base map (see next video).
