This motif represents riding. It is first associated with the Valkyries and has the same rhythm as The Ride of the Valkyries. Latter on it is associated with Wotan as he rides to seek council with Erda in the prelude to act 3 of Siegfried. Here the motif is sped up significantly, so may be difficult to recognise.
This motif is an inversion of the Freia Pursued motif, as it is associated with the chaser, not the chased.
