This leitmotif is first heard in the third scene of Das Rheingold.

This motif represents the Tarnhelm, a magical helmet made by Mime for Alberich. It allows the wearer to take on any shape he or she chooses and also teleport. However it gets it's power from the ring, so only the owner of the ring can use it, and this stops Mime from being able to overthrow his tyrannical brother.
