Hung, Drawn, And Quartered
In the past, those found guilty of high treason in England could be executed using the "hung, drawn, and quartered" procedure. It was an extremely publicized kind of punishment meant to discourage crimes. Executions included shackling the condemned by the neck, however, this method was not always lethal. While they were still alive, they could be chopped down. The practice of carrying condemned people through the streets to their execution site was commonly referred to by this phrase.
