Rules and Regulations Governing Conduct on Postal Property
Photographs for news purposes may be taken in entrances, lobbies, foyers, corridors, or auditoriums when used for public meetings except where prohibited by official signs or Security Force personnel or other authorized personnel or a federal court order or rule.
Other photographs may be taken only with the permission of the local Postmaster or installation head.

Title 41, Section 102-74.420 of the Code of Federal Regulations provides federal "policy concerning photographs for news, advertising or commercial purposes." It states that persons entering in or on Federal property may take photographs of building entrances, lobbies, foyers, corridors, or auditoriums for news purposes.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
