I used the PC version as a source. The video was 640x360 at 30 fps but every other frame was identical so in reality it was only 15 fps.
I deleted the identical frames and interpolated it to a real 30 fps video with DAINApp.
The upscaling was done with esrgan to remove compression artifacts and waifu2x to increase the resolution.
