This is reminiscent of the yo-yo glitch in SSBM, hence the title.
You need to have ISG for this to work, and you need to use remote hookshot (drinking milk with anything else in your hand doesn't seem to work).
I don't know that much about this. Would be helpful if someone could visualize or look into this.
