Segiri is the last Hero you can earn before completing this game. It's through completing her Hero Quest, "Inhumanity", and she then joins Ouroboros as another Heroes character, with Sena being her Class Inheritor.
To review, refer back to Part 121 of this playthrough and read its description for the very convoluted way of even reaching Segiri's Hero Quest in the first place:

Segiri's Class is a Kevesi Attacker called Machine Assassin. It specializes in Debuffing the enemy and having attacks that are boosted against said debuffed enemies.
However, this Class seems weaker than it lets on. Sometimes its Debuffs still fail. *Sometimes enemy will resist the Debuff that was specifically designed to make them less resistant to Debuffs! WHAT?!*
The nature of Segiri herself also effects how Ouroboros look using her Class. You won't really get to see her outside of menus and Rest Spots, as she fights and travels alongside them inside of her Ferron. Nonetheless, Ouroboros using her Machine Assassin Class will still take directly after her plugsuit.

Colony 0, back when it was under Moebius, was a special black-ops Colony that monitored all of Aionios between both Keves & Agnus and their eternal war against each other. They didn't have a real location as they've always traveled around.
But that's where the Discussion of "Colony 0's Future" comes in. Now that they were liberated, it was time to think about a more dedicated location that they could call home.
But there was trouble with that. They were unaligned with every other Colony in Aionios and had initially saw them all as targets. The City wouldn't work, either, and even the Castles were out of the question...
...or were they...?
That's when Noah realized... Why not reshape Agnus Castle's prison camp into a new Colony for Segiri's unit to use? While the others disagreed, Segiri thought it was the only good option for her Colony's needs.
The only problem from there was just getting the castle's permission to make that a reality.
A lot of this video is about helping lil' Segiri and the rest of her soldiers make a new home out of that Agnus Prison, and the steps taken to pull that off. It’s a pretty expansive sequence of Quests in and of itself, just like the Quests that needed to be completed just to pick up Segiri in the first place!

So here are some highlights:
- In Search of a Home -
So then Ouroboros collaborate with Segiri to convert the Agnus Prison Camp into to the new Colony 0.
But then Ghondor told them about some pesky folks that have taken over the place. Turns out they were led by the Prison Warden, himself, and he locked the way in.
You gotta sneak your way in... as in use the same method Ouroboros used before to rescue Ghondor. Fight them Warden and his crew once you've infiltrated, and then scare them off.
And now the Segiri's refurbishment plan can TRULY start.

- Prison Refurbishment -
Discuss "Life in Li Garte Prison" with Segiri to initiate this Standard Quest. A lot more things had to be done to make this place more comfortable to live in, since it was still a prison at the end of the day.
Sena suggests to renovate the area to make it more homey, and then Segiri suggests working with No. 6, her "lieutenant" on the details.
No. 6 then suggests looking for a certain Nopon for assistance, who turns out to be Wheelideeli. Help him out with an issue of his own and then he'll help with the refurbishment.
I ended up venturing through more of Maktha Wildwood than I had before both during and because of this, though sometimes I was biting off more than I could chew with high-leveled monsters.
Oh, but even after helping Wheelideeli, in typical Nopon fashion, you still have to pay him for the help, too. The more you do, the more that gets added to the prison camp to make it more like a Colony. You'll be able to search for more treasure chests, and you'll even get a Fabricator to use here, too! May be handy for other Quests.
Now... this feels like this will all lead to Segiri's Ascension Quest, but I can't actually do that quite yet. In due time, though.
