The fight feels kinda awkward with ol' Billy here constantly tailing Claire like a pushy Jehovah witness inside this tiny little area. He's pretty tanky too, so it takes a bit to take him down. It does put a pressure on you to be careful with your ammo as well, it's not hard to run out before taking him down.
The most efficient way to beat him is to shoot the overgrown eyeball on his right arm once it's exposed. Sometimes he'll close it to guard it from further attacks, which can be negated by dealing some damage to him (headshots with a handgun, hitting him with a flame round, whatever floats your boat). You can also simply wait until he opens it again, which saves you some bullets, but also can prolong the fight even further.
If you happen to lose track of Birkin in the later stages of this fight, he might disappear from your sight to prepare a surprise attack, but it doesn't seem to deal any damage and Claire can even stun him for a moment by pushing him away. The slow attack when he slams his pipe to the ground is probably the best opportunity to unload some bullets in his eye, so look out for that attack and take advantage of it whenever you can. The whole fight is basiclly running away and occasionally shooting the weak point when he slows down a bit, it's pretty straight-forward.

Well, thats embarrassing, but I guess you could count it as a win, despite dying to a stray meatball immediately after killing this boss.
For anyone wondering, heres my equipment for this fight: Firelink Greatsword +10, Knight Ring, Flynns Ring, Red Tearstone Ring and Fireclutch Ring. I also used Pyromancy Flame, Scholar Ring and Rapport pyromancy to use on one of the priests in the room downstairs, so I could get an additional buff from him, which resulted in ridiculous damage output at the beginning of this fight (not that it wasnt ridiculous without it). The Scholar Ring was swapped for Knight Ring right before entering the boss room, so my character could use the sword.
The fight could go better, I failed to bait his specific attacks twice and got lucky that he didnt use something else while I was mid-attack.")
