Did the Dayton Peace Accords fail Bosnia and Herzegovina? Have they left the country trapped? Three decades after it ended the Bosnian War, what is the legacy of the 1995 agreement? Joining me to explore this topic is Bosnia expert Ian Bancroft, who reflects on the 1992-95 Bosnian War and the lasting impact of the Dayton Accords. Our discussion revisits the origins and brutality of the conflict, following the break-up of Yugoslavia, driving ethnic cleansing, mass displacement, war crimes, and the Srebrenica genocide. Bancroft explains how the Dayton Agreement was negotiated to stop the fighting and what it put in place: a highly complex constitutional system, the creation of two entities, including Republika Srpska, and extensive international oversight. What quickly becomes clear is that while Dayton succeeded in ending the conflict, it also entrenched ethnic divisions that continue to shape Bosnia and Herzegovina’s political reality today.
From there, we explore Bosnia’s post-war trajectory more deeply, examining early progress such as refugee returns, freedom of movement, unified armed forces, and shared state institutions, alongside long-term stagnation, political paralysis, and demographic decline. Bancroft deconstructs the competing political narratives of Bosniaks, Croats, and Serbs, analyses the influence of nationalist leaders like Milorad Dodik, and responds to recurring claims that Bosnia is on the brink of renewed conflict. Our conversation also addresses Bosnia’s EU accession prospects, constitutional reform, relevant human rights rulings, and ongoing governance challenges. Ultimately, in spite of the challenges Bosnia and Herzegovina continues to navigate post Dayton, we end on a hopeful note, highlighting the country’s growing civic activism, cultural creativity, and the rise of a younger generation increasingly questioning division, while advocating for a more inclusive future.
Ian Bancroft is a writer and former diplomat based in the Balkans for over fifteen years. He previously managed Peaceful Change initiative’s (PCi) peacebuilding work in Serbia and Kosovo. In his diplomatic stints, Ian served as EULEX’s coordinator for the north, based in Mitrovica, and acting head of EULEX’s Regional Liaison Office in Belgrade. Ian was also head of the OSCE Mission to Bosnia-Herzegovina’s Brčko Office. Ian has produced foreign policy analysis for The Guardian, Balkan Insight, Radio Free Europe, and UN Global Experts. Ian’s first book, ‘Dragon’s teeth - tales from north Kosovo’, was published in 2020 by ibidem Press in Europe and Columbia University Press in the US. It provides an original ethnographic account of life in north Kosovo, exploring a diverse array of themes, including the Trepča mines, religious and cultural life; the Main Bridge over the river Ibar, a symbol of divided Mitrovica, and the 1998-1999 war. He has also written a novel, Luka, inspired by Bosnia-Herzegovina and the wars in the former Yugoslavia. Ian has written for various publications, including Wine Spectator, Glug, The Independent, OpenDemocracy, and Hodophiles.
