Will Americans eventually stop changing their clocks twice a year? That’s the question behind this week’s Ask 13, after Eileen reached out asking: “When will the Senate vote on the Sunshine Protection Act?”

The short answer: There is no date yet.
The Sunshine Protection Act is a proposed law that would make daylight saving time permanent. If it becomes law, most Americans will no longer have to “spring forward” and “fall back” twice a year. Instead, the country would remain on daylight saving time year-round — effectively keeping clocks one hour ahead of standard time.
The legislation passed the United States House in July, but it has not yet cleared the Senate. The bill has been referred to the Senate Commerce, Science and Transportation Committee. No final Senate vote has been scheduled.
There also isn't universal support among lawmakers for making daylight saving time permanent.
Sen. Tom Cotton, R-Ark., has said he opposes the legislation. On his website, Cotton argues that permanent daylight-saving time could create problems for people who work outdoors early in the morning.
“Construction workers, farmers and others who rise before the sun or need the sun to work would be penalized. These workers might go three, four, even five hours in the morning without seeing the sun, which would hurt their quality of life and potentially their safety in the workplace," he said.
For now, the twice-a-year clock change remains in place. That means Americans will still “fall back” on Nov. 1, when daylight saving time ends and clocks are turned back one hour.
So, there is no date yet for a Senate vote on the Sunshine Protection Act — and for now, we’ll keep changing those clocks.
