The beauty of this game is that you can do these things in numerous, sometimes wildly different ways and still succeed.
You can use stasis to shoot the rocks, Octo Balloons and Korok Leaves to make them float over to the correct spot, steal a raft and drift over with the rock in your hands, jump into the circle while holding a rock, and you can even make enemies solve those puzzles for you. But Cryonis is my favorite technique (even tho I basically forgot that this rune existed during 90% of my first playthrough ....)
