Rome was the capital of the Roman Empire for centuries, until it was changed to Milan in284, and then to Ravenna around 400. But why did Rome stop ever being the capital? Did this reflect that the Empire was under crisis, as some have theorized, Or something else? And why was Milan and then Ravenna chosen?
