San Francisco has spent heavily on homelessness, often measuring progress by units built and dollars allocated. But some programs are asking a different question: what actually happens after people leave.

We spoke with Steve Adami of The Way Out at the Salvation Army about a time-limited, recovery-focused approach and how success is being measured beyond the moment someone moves indoors.
