At the height of their imperial glory in the mid-16th century, the Ottoman Empire was the most dominant power in the world. With their well-trained army and navy, they were able to expand their realm from northwestern Africa to the Persian Gulf. An effective administrative system allowed them to competently rule over a diverse range of peoples. But by the 18th century, the age old theme of imperial decay had set in. The Sultans had lost their prowess in leading an empire; the janissaries had lost the discipline which had been so integral to the Ottoman rise; the bureaucrats who had once give the state its stability had grown corrupt and inept. By the late 18th century, European powers looked to take advantage of this decline and force it to make territorial and economic concessions. It’s in this context we now turn to Sir William Eton’s survey of the Ottoman Empire, written in 1799.
