This isn't explained in the video itself, so here is the entire "plot" of this video:

The entire premise is that Cirno drops a red ball down a well, Kisume is at the bottom of the well, because of course she is, and gets hit by the ball.

Parsee just so happens to catch the ball, and Kisume gets pissed off at her just because she just so happens to be holding the ball.

Cirno then tries to peak down the well to see where the ball went and ends up falling down and landing on top of Kisume.

Cirno didn't fly back up because she forgot she could do that.
