After taming Cirno with a cookie, Reimu became infatuated with how cute she was, enough so that she wanted to keep her as a permanent personal ice maker.
Reimu wanted to make the stay official and wanted to bring Cirno down to an adoption office, but Cirno wasn't interested in the idea of waiting in an office, so Reimu bribed her with yet more cookies.
They had paperwork, but Cirno doesn't like such a concept, so she froze it, much to the dismay of the worker behind the counter.
The background office worker here is actually a character I've used before.

They're minor characters from 'Touhou Nekokayou', which is a Walfas based webcomic that was active 2008-2012, but doesn't update anymore.
I needed a generic rabbit character, and thought it would be fun to use one of them for a cameo, it's been like 7 years since the hardware store video
