Old hell is still frozen over, and Okuu won't do her job of making sure the hell reactor is running properly.

Satori brings someone in to try and help.

This frozen hell plot has been going since episode 10, and has yet to resolve itself.

Even though Satori's job is running the underground, it doesn't seem that she's very good at managing anything
