I've been working on the Bokeh visual style lately and have used the VirtualDub filters of Cycle Hue and Box Blur to try and replicate the effect as colourfully as possible! Windows Movie Maker also added some effects to the mix! I think this type of digital art works well when it is lighter and blurred as to allow text over it. The base footage was some particle effects I created in Unity!
