Opto Couplers / Photo Transistors allow you to switch a load using your Arduino, whilst keeping your board completely isolated from the circuit being switched. More information and links below....
If you want to switch a load on a different voltage, or if it is a noisy switch (e.g. Relay Coil) then you may want to isolate your Arduino board to protect it from the load circuit. Opto-Couplers / Photo-Transistors allow you to do this without introducing a relay, keeping your footprint and power requirements low.
