I found a similar looking edge on a contemporary Latvian sock many years ago. I have replicated it using a Crochet Provisional Cast On method, but here it forms the decorative finished edge.
The number of stitches cast off may be varied to suit your pattern repeat. The length of the chain between units is also adjustable to suit your stretch requirements.
