1. Go to Jubilife City next to the Jubilife Condominiums
2. Refresh graphics
3. Go to the area to the north and do 31213 tweak
4. Go back to Jubilife City

Only works in Platinum. If you skip the refreshing, your game will freeze. When you go back to Jubilife, your game starts running very slowly and you go inside the ground platform.
