Promo for 'Watch This', a former television show that aired on the TV Guide Channel (now Pop) The original video was 720x480, however rendered in 1440x1080 since YouTube does not do 480p60. Original airdate unknown, however the hard drive states it was December 11, 2007. (though citation is needed)
The reason for the bottom of the screen constantly changing height on and off, I'd have to guess that the listings processed and rendered by its proprietary GPU (which is powered by two Rendition Vérité V2200 GPUs) would be placed over the video feed (in this place, an MPEG-encoded file) and played out into the actual channel.
This was found on an old hard drive from a Compaq workstation that was used to power the TV Guide Channel from 1999 to 2018, when it was decommissioned (ironically the listings service would be discontinued a year later.)
