President Trump signed two executive actions on immigration Thursday, including one aimed at limiting eligibility for U.S. citizenship at birth and another targeting what he called "birth tourism" by increasing visa restrictions for people seeking to give birth in the United States.

Trump said he believes the new actions are constitutional after the Supreme Court in June rejected a previous effort to restrict birthright citizenship that was blocked by lower courts and never took effect.
