Garry W. G. Clement, he is a retired senior RCMP officer and Canadian expert on organized crime, money laundering and financial crime.
Clement spent 30 years with the RCMP, from 1973 to 2003, retiring as a Superintendent. His senior roles included National Director of the RCMP's Proceeds of Crime Program, and much of his career involved organized-crime investigations and undercover operations.
He has become particularly outspoken about problems with Canada's ability to combat money laundering, organized crime and foreign interference. He also testified before B.C.'s Cullen Commission into Money Laundering, where he was identified as a former RCMP National Director of Proceeds of Crime.
Clement wrote the 2023 book Under Cover: Inside the Shady World of Organized Crime and the R.C.M.P. It covers his experiences investigating organized crime, his work on proceeds-of-crime enforcement, and his argument that the RCMP requires substantial structural reform.
One interesting part of his background is that he says he worked on matters involving Chinese Communist Party influence/infiltration in Canada, in addition to drug trafficking, money laundering and other organized crime investigations.
