At the end of a qwop, if you finish the quicksand in shallow water it disables Lara's arms. You can't use flares, guns, push buttons, pull crates, climb, grab things, use a zip line, swan dive or do another quicksand. To enable arms again, you need to go in regular water without pressing jump. Lara will do the last thing you asked, like taking a flare or taking the harpoon gun. If you jump in the water while holding jump, she won't enable her arms until you release jump.
It's a weird issue, I don't know if the game thinks she's actually in the water or if it just disables her arms because it thinks she's in shallow water and you can't use your arms.
It's a wierd issue that seems to look a bit like the free flare glitch you can have while climbing on a ladder, and a bit like the glitch where you combine 2 weapons. I didn't manage to do something useful with this glitch yet but maybe there's something interresting in other versions or games.
