Bombing while holding a charge uses the bomb and charge at the same time. Very useful for clearing bullets and getting autobarrier back up in one fell swoop if you have time to charge to C3/C4 before a bullet wall gets to you.
The gauge empties on the first frame then refills for the bomb, but Biten's bomb lasts 3 seconds at both lv1 and lv4 so I don't think that's anything more than a visual quirk.
