Chiyari is incredibly busted. Her EX homing wisps are absurdly dangerous, not deleted by anything, and her dirt cheap C2 maxes out all existing wisps and refreshes their duration. C3 into C2 is unavoidable death, even lunatic AI just gives up.
Nazrin's a sad existence. Unremarkable shot, worst scope, worst boss, worst bomb, C2 might've been okay on a different character but is typically awful on her, and while her pendulums blocking shots are annoying their spawn area leaves a massive save zone on the bottom of the screen, so they're rarely an actual threat. To her credit, if she gets a double C3 with a big chain that can be bomb or die, but she's a bundle of poor qualities beyond that, and the only character in the game I'd call bad.
