This is where tornado research and science had rotated towards by Spring of 1987. The TOTO (Totable Tornado Observatory) program was on the way out (but still making the media rounds) and and portable FMCW "rabbit ear" point by hand/line of sight Doppler Radar was the "new" field tech. The WSR-88D Doppler NEXRAD program was being rolled out in test forecast CWAs (county warn areas). This CNN Science segment features many of these aspects along with formal interviews with research scientists of the era.
