Here is my complete updated guide to the new Welt and his Novaflare, coming out in Honkai: Star Rail 4.2. He got buffs to damage, buffs to delay, CC ignoring, he got better amping for the team and himself, and then his later Eidolons make him go crazy. Time to see all the changes, how much better he actually got, and more like teams! Despite being a standard unit they did not hold back.
