If an opponent throws Jiggs and is a bit too slow on their follow up, against certain characters (Mostly Fox and Falcon) Jigglypuff can rest them right out of hitstun.
It's very rarely done, mostly because it's incredibly high risk/high reward, you could miss the rest if you mistime it, or they could just time the followup properly and kill you.
Trying to SDI is considered much safer, which is why it is so hype when a Puff decides to catch their opponent off guard and go for the risky counter rest like the ones in the video.
