This is a high frequency noise with a narrow notch filter that sweeps continuously from 8 kHz up to 16 kHz and back down again on a 45 second cycle; designed specifically for tinnitus listeners whose ringing sits in the upper frequency range.
Most tinnitus masking noise uses a boost at a fixed frequency. This takes a different approach. The notch creates a moving void in the noise; a precise dip that travels through the high frequency range repeatedly.
As the notch passes through your tinnitus frequency the contrast between the surrounding noise and the void may help draw the mind's attention away from the internal ringing.
