To my knowledge, the world's first 45 without doing extra tricks.

A little backstory: most OoT speedruns start the Dampé race from the middle. This means they talk to Dampé from the platform and then jump down. The lowest time a human has ever gotten like that is 46. The route I run (All Dungeons + Ganon) is a little different: I always need something from the pots in Dampé's grave (like Deku Nuts or a red rupee) which means I get to start the race from the side. This saves a little bit of time in the race.

This fact essentially illegitimized every 46 I've ever gotten. When most people get 46, everyone's all like "woah, nice! gg, you really optimized dampe haha", but MY 46s are always met with "lol fake 46 because you started from the side git gud scrub". Especially from ikswozol. WELL NOT ANYMORE. 45, BITCHES. It's a thing. Get used to it.

Shoutouts to Brad, he made a No IM/WW LOTAS that got really close to 45 with rolls (youtu.be/4rg4qDXksGc). Watching this video really kept me going (even though I do the 14th, 15th and 16th roll a bit differently than Brad's LOTAS). Shoutouts to Marco, he made me realize quickdraw jumpslash can be used in the race.

It's easily possible to get a lower time with some extra shenanigans. You can play a warp song, which will trigger the "You can't warp here!" textbox. That textbox interrupts the timer, which means it's probably technically possible to get 0:00 by chaining warp songs. Alternatively, you can temporarily freeze the timer by using a cutscene item (e.g. ocarina, fish, bugs) in mid-air.

Without timer manipulation, there's still some other tricks you can do to save time: you can store a ground jump, walk past the Dampé trigger, and then start the race from the other side. You can also longshot the torch at the end as a little shortcut (youtu.be/uI8fv5CprsE). But as far as normal Dampé is concerned, the type of race you'd normally do in speedruns, where no real time is exchanged for a "timesave" on the in-game timer, this is as fast as it's gonna get.

Dampés that exchanged actual time for in-game time:
DannyB's 45 from the top with hover boots clips.twitch.tv/OilyGoodCrabImGlitch
Baker's 45 from the top (he backflips into the race trigger, and takes a left turn near the end, both of which save race time but waste actual time) youtu.be/ZHgxvPSr5Eo
Juwk's 44 from the top (owl skips his way into the race to save a jump, and also takes the left turn near the end) youtu.be/IMDOgHLbUwU
