The Skyrim Illusion perk tree has a perk called Quiet Casting which makes your dragon shouts completely silent. The effect says it just makes spells quiet but because it carries over to your shouts you can get this perk and then Fus Ro Dah your foes off a cliff as your favorite stealth archer build!
