This loadout is hilarious. Envious Arsenal is a perk that will reload your weapon each time you deal damage with your other two weapons. So if you have 3 weapons with this perk, like liturgy, omniscient eye, and chill inhibitor, you can swap between all of them during a damage phase and never have to reload any of them. Or since omniscient eye sucks, you can replace this with Ex Diris since it also never has to reload and it can blind enemies which currently gives our weapons extra damage because of the artifact. So you never have to reload and you get a damage buff, on top of any other damage buffs like bait and switch or well of radiance.
