The Waihou River which crosses the Hauraki Plains in northern New Zealand has become so flood-prone that there is danger to life as well as to property. In the Ministry of Works scheme to stop the flooding, many economic and social factors are involved; and the film examines the conflict between the rights of the individual and public works of national importance.
