This is an extra stage that you can only access by playing story and having the Muffler of Justice equipped before starting Ch. 9. It's basically a Wizard of Oz themed Power Rangers parody, complete with new outfits and new voice line callouts for the party, as well as a modern harbor bay area to fight in.
It's super corny and I love it. I love that a game can have something like this just tucked away in it that's really hard to find naturally. It's a simple stage, but it's fun to go through. The only hint you have to this is when you get the Muffler of Justice for completing the game with high Affinity with both Almira/Leon, you can check its description to see it references the number 9. That's it, the number 9 is your only clue to finding this.
