Gina's cats weren't eating, even if their bowl was full (just like in real life). So they decided to feast on her birds and goldfish. They earn Fun motive while trying to get their prey and pawing an empty cage. However, when they manage to get the birds/fish, the cats earn Hunger too. You can direct your Sim to shoo it clicking on the cage/fishbowl. Accordingly to Prima's Guide, the birds are safe in the bigger birdcage, but the cats will still try to get them, but won't succeed.
