Meanwhile, back in the Research Lab, the assistant is trying to get the chief to tell her what's going on, and the chief informs her that they've just established a joint force with the army. Apparently, the institution was asked to use the preserved Red Eye specimens to develop new weapons. The funding for this is coming straight from the government, neatly ducking under the funding provided by Kali for the preservation of the old experiments.

The assistant mentions that they literally just had an incident where Red Eyes went berserk during transit and surmises that this may be a bad plan.

Even the director (the man who said 'yes' to Project Snow White) thinks this is going poorly, but he says that they need the money, and this is the only way they can hope to stand up against the Hamelin Organization.

Suddenly, a group of men rushes into the facility, and the one in charge announces that he's seizing control. He gets a name; Masayoshi Yura. And he informs them that the institution is now under the control of the 'Countermeasures Against Special Biological Organisms Department'. He announces that everything is now under his control. The director tries to protest that this was not part of the agreement, but Yura tells him this was a decision handed down by the cabinet. The chief protests again. Yura shoots him.

Yura then gets the following line, roughly translated:
"Oh my oh my! Didn't I mention it earlier? I'll shoot if anyone moves! I mentioned it, didn't I? I did, oh yes I did, ooohh yes I did."

Mm. Sounds familiar.

Yura goes on to say that while the people in the institute are conducting their boring, safe research (excuse me, I just re-read that sentence and actually burst out laughing), he and the army have been fighting for their lives; so if they want to live, all they have to do is follow his instructions. He warns them not to go against his orders in the future. The assistant insists that they get the chief medic to look at the director, so Yura resolves the issue by shooting the director dead.

Yura approaches the assistant and demands to know where Weapon Number 7 is kept. He warns her that if she doesn't comply, he will begin eliminating the remaining staff of the facility one at a time until she finally gives in. The assistant stands her ground and says she would rather die than give him up, which is all well and good until Emil makes a dynamic entrance! and tells Yura that he (Emil) will go with the army if Yura promises to stop hurting people.

The assistant protests, but Emil assures her that he's strong and he'll be fine.

Again, the phone rings.
